UPSC Civil Services-Preliminary Exam New Pattern 2011-Disadvantages
The new pattern looks like CAT exam, which may attracts only elite urban based students.
This may affect the rural folk as they are weak in English and comprehension.
There is an argument that the rural youth can do well in analytical exam but the extent cannot be predicted as the question appear will be in English and Hindi only.
It is also felt that the new system may be a pushing factor the rural youth as they are just now started to appear for the CSE in the recent years in a big way.
Awareness level was poor and the fear about the Civil Cervices exam was always there in the minds of the rural youth. The recent success stories of youths from rural folk just tickled down.
Whether the new system will reach as fast as of urban youth????
Overall, it is felt that rural students are good in Maths and urban based are good in English and comprehension. If the above statement is true, there will be a balance

UPSC- Indian Services-Preliminary Exam New apttern 2011-Advantages
As there is a uniform syllabus pattern in the prelims stage, it will be a level playing field for all irrespective of their background and marks scored in their curriculum.
Introduction of new subjects like English, Climate change, comprehension etc. are 10th standard level only. So it the basics are good, it will be easy for the aspirants. As it is believed that the understanding of concepts are normally good among the rural students.
For the evaluators also it is easy as there is no cumbersome exercise in the screening stage as it was really tough with variety of subjects.
Now both the papers are given equal weightage of 200 marks each. Earlier the general studies had 150 marks and the optional subjects carried 300 marks. Hence, those who are good in one optional subject could easily clear the exam without giving much time to General Studies paper preparation
Now the new system is looking for more of concept understanding rather than just memory.
Most of the competitive exams conducted in India have these formats. So, if an aspirant prepares for the Civil Services exam, he/she can very well go for the other exams also with this preparation. The present set up will be only useful for the State Civil Services Exam.

The syllabus and pattern of the Preliminary Examination would be as under :

· Current events of national and international importance
· History of India and Indian national movement
· Indian and World Geography- physical, social, economic geography of India and the world
· Indian Polity and governance – constitution, political system, panchayati raj, public policy, Rights issues, etc.
· Economic and social development – sustainable development, poverty, inclusion, demographics, social sector initiatives etc.
· General issues on environmental ecology, bio-diversity and climate change-that don’t require subject specialization
· General science.
Paper II – 200 Marks
· Comprehension
· Interpersonal skills including communication skills
· Logical reasoning and analytical ability
· Decision making and problem solving
· General mental ability
· Basic numeracy (numbers and their relations, orders of magnitude etc. (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. –Class X level)
· English language comprehension skills (Class X level)
